One of the most important regulatory changes is the requirement to have an identification code, known as a CIN. But what is this code? How does it differ from the CIR? What is it used for and why is it essential? Let’s find out together.
What are CIR and CIN
CIR and CIN are identification codes for accommodations or properties used for short-term rentals.
CIR is now an integral part of the vocabulary of landlords and tenants, as it has long since been introduced in several Italian regions.
Now at the CIR, the Decree Law October 18, 2023, no. 145 introduced the CIN, or National Identification Code; the purpose is to standardize regulations throughout Italy by creating a Bed and Breakfast Facilities Data Bank (BDSR), so as to combat squatting, ensure safety and give greater transparency to the rental market.

CIR or CIN: which one should I use?
The CIN does not replace the CIR but complements it, maintaining the same purposes of transparency and legality. The following cases are possible:
- Your region requires the CIR and you already have it: in this case you only need to apply for the CIN as well and display both codes inside your accommodation.
- Your region does not have CIR: you just apply for the CIN and join BDSR.
- Your region provides for the CIR but you do not have it: the first step here is to apply for the CIR and, as soon as you come into possession of the code, also apply for the CIN as soon as possible.
CIN and CIR should both be displayed outside the building in which the accommodation or apartment is located, ensuring, however, compliance with any urban and landscape constraints; regarding this point, in fact, it is always a good idea to consult with the administrators of each individual condominium to understand the method of display since it is not explicitly specified within the regulations.

Which facilities must apply for the CIN?
Persons who must apply for the introduction of the National Identification Code have been identified by the legislation in:
- Owners and operators of hotel accommodations and non-hotel accommod ations (for example: vacation homes and tourist apartments or B&Bs);
- lessors of housing units for residential use and intended for leases with tourist purposes exceeding 30 days;
- Lessors of real estate units for residential use and intended for tourist rentals of less than 30 days (short rentals).
How to apply for the CIN
Accommodation facilities that already have the CIR can apply for the CIN directly through the MITUR Telematics Portal, declaring and filling in any missing data.
